CARYVILLE, TN (WLAF) – The area around White Oak Road and Shady View Lane is deemed a high drug traffic area based on arrests made there along. Observations by Campbell County Sheriff’s Sgt. Joe Hopson and other deputies have verified this, according to a report from the sheriff’s office.

Hopson was patrolling the area around 3:30 pm on Tuesday, April 27, when he spotted Harley Joseph Blough, 29, of White Oak Lane, Caryville, traveling at a high rate of speed and then sliding sideways with his car while spinning its wheels, the report said. The sergeant deemed Blough was not driving his blue 1997 Honda UCE carefully and described the car as having a “busted” windshield obstructing the driver’s view.

A traffic stop was made where Hopson learned Blough did not have insurance nor his registration. Lt. Travis Bostic and K-9 Santo soon arrived and Santo alerted to the odor of drugs. The report said Bostic discovered a bag containing a white substance weighing approximately .5 grams. It along with two pipes, believed to have been used to smoke narcotics, were found between the driver’s seat and the console of the four-door car.

Blough was arrested on charges of drivers to exercise due care, violation of the registration law, possession of drug paraphernalia, obstruction of view, possession of a schedule II controlled substance and violation of the Tennessee financial law. A court date of May 18 was set for Blough who is currently free on a $5,000 bond, according to jail records. (WLAF NEWS PUBLISHED – 04/28/2021-6AM)
