Driver and passenger facing multiple drug charges

CARYVILLE, TN (WLAF)- Driving too slowly proved to be a bad move for an out of town driver as he crept down the four lane 15 miles an hour under the posted speed limit. It was just after midnight on Monday, when the southwest bound, slow moving car caught the attention of a Jacksboro Police Officer.

The slow rate of travel along with a broken windshield prompted a traffic near the Cove Lake Bridge. However, the stop ended up being more than just a safety issue.

The driver, William Effler, was driving on a suspended license and did not have insurance. Effler and his passenger, Deena Jean Floyd, allegedly had drugs on them. Effler had Meth while Floyd had a schedule III drug. Each had drug paraphernalia, according to the police report.

Effler, 52, John Anthony Lane, Maryville, was charged with schedule II meth- possession with intent/manufacture/sell/deliver, possession of drug paraphernalia, failure to provide proof of insurance and driving while license suspended.

Floyd, 50, Unicoi Church Road, Tellico Plains, is facing charges of possession of schedule III and drug paraphernalia and tampering with evidence. (WLAF NEWS PUBLISHED-04/22/2026-6AM)
