County Commissioners approved a resolution for the county flood damage prevention, as well as the designation of EMA director Jay Muncy as the floodplain administrator.

JACKSBORO, TN (WLAF)- At Monday’s county commission meeting, a resolution for the county flood damage prevention was approved.  Also approved was the designation of EMA director Jay Muncy as the floodplain administrator.

“This comes down from FEMA and the designation is at the pleasure of the mayor,” said County Mayor Jack Lynch, who asked that Jay Muncy to be designated.

This was approved with 10 yes votes. Commissioner Dewayne Baird was the only no vote.

The position had previously been held by County Property Assessor Brandon Partin, who resigned the position last year at the direction of the state.

“The state was pushing for someone else to do that dedicated position, and EMA directors are taking that position across the state,” said Commissioner Rusty Orick.

The floodplain administrator is responsible for implementing the community’s local floodplain ordinance and ensuring the community is in compliance with standards, especially with building and developments.

Also approved Monday was a contract with Nationwide Ankle Monitors.

In other business, a contract with East Tennessee Development District in the amount of $16,305 was also approved. 

A resolution establishing the litigation taxes providing funding for the compensation of the General Sessions Court Judge failed.

“This takes a two thirds majority to pass, or we just have to bring it up and vote on it again, is that correct Mr. Coker,” asked commission chair Johnny Bruce.

“This has to be funded. If you don’t pass this, then you have to fund it,” said County Attorney Joe Coker. The resolution failed with 8 yes and 3 no votes, causing it to fail for lack of a super majority.

In other business, Greg Leach was appointed to the Powell-Clinch Utility District Board. County Mayor Jack Lynch nominated Leach to the PCUD board. This was accepted and approved by the commission.

It was also approved for Commissioner Dewayne Kitts to be appointed to the planning commission board.

Final business approved was for Open Arms Ministry to be added to the nonprofit list for “next year.” Commissioner Rusty Orick asked for it to be added.

“I don’t know if we can fund it, but I would like it to add it to the list to see if we can,” Orick said. (WLAF NEWS PUBLISHED-04/21/2026-6AM)
