JACKSBORO, TN (WLAF)- The Campbell County Board of Education director’s contract committee met Wednesday afternoon at 4:30 to hash out some of the initial contract details for newly hired director of schools Charlotte McCoy.

The director’s committee will meet again on April 30, at 5:30 pm, at the courthouse to continue the process. Any details worked out by the committee will have to be voted on by the full board.

Highlights of the meeting include a contract term length of 36 months with a one-month transition period to total 37 months.

BOE contract committee chair Brandon Johnson and other committee members worked on hashing out initial details for the director of school’s contract on Wednesday.

Chairman of the director contract committee Brandon Johnson said he liked a performance based contract that would include some stipulations tied to success such as attendance, graduation, etc. Those performance-based successes would result in bonuses for the director. Those bonus amounts have not been set yet.

The committee discussed a base salary of that would be comparable to the former director’s salary, with adjustments for inflation. Any salary raises would be at board discretion.

The committee worked out termination details as well. If McCoy is terminated without cause, she will receive six months compensation with a 30 days notice. Should she resign within two years, she would owe the district $15,000 which would cover the cost of the search for a new school director. There will be a clause stating that if she resigns due to health reasons, the $15,000 will not apply.

The director will be evaluated annually and the first time evaluation would be without TCAP scores, because those scores will not reflect McCoy’s time as director. The metric used for evaluation will be the Tennessee School Board Association.

Johnson said he wanted to add a contractual requirement that board members have to put their names on the evaluation.

BOE member Sharon Ridenour said she thought it should be signed and that it should be required for all BOE members to fill out the evaluation.

BOE members Jamie Wheeler and Jeffrey Miller said if BOE attorney Dail Cantrell was OK with it, they were ok with it.

The director’s contract will also stipulate that the director must have a Campbell County residence.

Health benefits will stay the same as the previous director’s benefits.

The contract committee will have another committee meeting to “get into the nitty gritty” and then it will go to the full board for a vote on the contract.

The next contract committee meeting will be next Thursday, April 30, at 5:30 in the courthouse. (WLAF NEWS PUBLISHED-04/23/2026-6AM)
