JACKSBORO, TN (WLAF)- County commissioners met on Monday evening in a brief special-called meeting to discuss and take action on the airport mega project. Commissioners approved several motions upon the recommendation of the airport committee, which met earlier in the afternoon. All motions were unanimously approved by the nine members of the commission present at the special-called meeting.

Motion one, “in accordance with the recommendation of the Airport Committee, the County Commission hereby recommends the contractor Pave Grade and Aggregate, Inc. (PGA), along with their Surety, be officially notified in writing that PGA is in default on the Mega-Project at the Campbell County Airport.”
The second motion “authorizes the county mayor, Jack Lynch, to retain a qualified engineering firm to perform engineering services and represent the county on engineering matters as needed in matters pertaining to the airport improvement project known as the Mega Project at the Colonel Tommy C. Stiner Airfield.”
Motion three “authorizes the county mayor to approve the agreement between Campbell County and the Hanover Insurance Company or between Campbell County and the Hanover Insurance Company and PGA regarding submission of pay application No. 10 to the Tennessee Department of Transportation.”
Scott Stanfield is the chairman of the airport committee. He told commissioners, “If he was not mistaken, if PGA was found at fault, then the county would be reimbursed.”
In other business at the special called meeting, the commission also approved for County Mayor Jack Lynch to apply for a Senior Citizens grant.
County Mayor Jack Lynch said the grant would be from the Federal Office of Aging.
According to the county mayor, the Campbell County Senior Center needs a van for delivery. The old van is about 20 years old.
“This is a reimbursement grant for $30,000. If we got the grant, we would have to spend the $30,000 to buy the van and get reimbursed by the government,” Lynch said.
Commissioner Dewayne Baird said he thought there needed to be a contract agreement between the county and the senior center saying the county would be reimbursed after the center received the funds for the van.
Rusty Orick, Campbell County Commissioner, said the Campbell County Government would not spend any money unless the grant was received.
It was unanimously approved for the senior center to apply for the grant.
Monday’s special-called meeting was recessed until next Monday’s commission workshop instead of adjourned at County Attorney Joe Coker’s suggestion “in case something additional came up regarding the airport.” (WLAF NEWS PUBLISHED-08/04/2026-6AM)
