LAFOLETTE, TN. (WLAF)-LaFollette Police Department Narcotics Det. Noah Riggs was patrolling on S. Cumberland Ave. on June 12 around 3:30 pm when he noticed a man, later identified as Marion Ray Bean, driving with the windows down in a 2008 black Lexus.
Riggs paced the vehicle at 52 mph in a 40 mph zone while traveling westbound on Central Ave. Riggs knew Bean’s drivers license was revoked and he had an active violation of parole. When he stopped the vehicle on West Central Ave. and 19th Street the officer said he had stopped him for speeding.
In response to a request for his license and insurance, Bean told Riggs he didn’t have his wallet with him. Riggs learned through dispatch the vehicle lacked insurance. Bean allegedly gave Riggs a false name and date of birth.
While back up officers stayed with Bean and his female passenger, Riggs stepped back to his patrol car and notified dispatch to check the correct name of Marion Ray Bean. Dispatch told Riggs that Bean’s license was revoked and he had an active parole violation through NCIC. When Bean heard the radio traffic of the warrant he sped away, according to a report from the LaFollette Police Department.
Bean made a left turn onto South Ave., traveling south on South Ave. crossing Jacksboro Pike and continued on South Ave. at a high rate of speed. He made a left turn onto Loop Road then onto Lakeshore Road nearly hitting a man. Near the intersection of Summers Road, Riggs saw the passenger door open and the female in the vehicle was allegedly pushed out. Bean then continued on Lakeshore Rd making a left turn onto Lakeshore Circle where he left the road into a yard where a man was mowing his yard. He was nearly hit as well.
As he attempted to get his vehicle back into the road Bean struck landscaping, a mailbox and a mailbox post causing an estimated $1,100 in damages, the report said. Bean continued on Lakeshore Circle making a left turn onto Lakeshore Rd to the dead end. At the end of the road he went into a yard where Riggs pursued him making contact with his front bumper to Bean’s rear bumper. Bean then proceeded north back onto Lakeshore Rd where Riggs allegedly saw him throwing items out of the driver’s side window into the tall grass. Bean made a left turn onto Summers Rd and continued onto Robin Lane at a high rate of speed; he then turned onto Demory Rd continuing southbound at a high rate of speed well over 100 mph crossing the White Bridge. Bean traveled approximately four miles at a high rate of speed to the intersection of Whitman Hollow Rd and made a slight left into a field causing an estimated $500 in damages. At this point Bean got out of the vehicle and fled on foot into a thick wooded area. Riggs tracked Bean through the wooded area and came out at the 200 block of Young Rd where Bean was running down the road. A female on Young Rd began yelling at Riggs that Bean had attempted to break down her door, according to the report. During this time Campbell County Sheriff’s Deputy Coffee arrived where Bean reentered the wood line. Coffee deployed his taser and Riggs attempted to handcuff Bean, but he pulled his arms away.
Riggs was eventually able to handcuff Bean. When Riggs patted Bean down he recovered a clear plastic baggie in his front pant pocket with a crystal-like substance believed to be Meth with an approximate weight of 1.1 grams. Also found in his pocket was a red Rebel Flag pipe with burn marks on the pipe. Bean was transported to Tennova Medical Center for treatment. Inside the vehicle was a baggie with the corners of the baggie cut out, $47 was found in the center console. Bean was released from Tennova Medical Center. According to the report while Bean was being booked, he allegedly stated “I can’t believe that bag of Meth was still in my pocket because I through I threw all of them out of the window.â€
Bean, 45, 106 Maryland Rd, LaFollette is charged with theft of property $1,000-$2,500, speeding 100/40, driving on revoked DL, violation of TN financial law, driver’s to exercise due care, felony evading arrest, felony reckless endangerment, aggravated assault, resisting stop/frisk/halt arrest or search, attempted aggravated burglary, vandalism, vandalism over $1,000, mfg/del/sell schedule II controlled substance, tampering with or fabricating evidence, possession of drug paraphernalia and driving while revoked.
