Helen “Joy” Dabney, age 75 of Norris, passed away on Wednesday, September 20, 2023 at Prosperity Pointe in Knoxville. She was born on October 20, 1947 to the late Ralph C. and Rita Fugate Dougherty in Kingsport. Joy spent her early career as a hair stylist, but was most proud of her time at TVA where she developed many close friendships that bonded into family. She was a member of Greenway Baptist Church in Heiskell. Joy will be dearly missed by all who knew her.

In addition to her parents, she is preceded in death by: husband, Charles Dabney; sisters, Faye Wilson, and Gaye Carden.

She is survived by: son, Jimmy Rains of Clearwater, FL; daughter, Tracy Dabney Chitwood of Heiskell; grandchildren, Travis Chitwood (Ashley), Chelsi Chitwood, Dylan and Dusty Rains; great-granddaughter, Mackenzie Chitwood; brother, Mitch Dougherty (Denise); special friend, Sherry Whitaker; several nieces, nephews and other family and friends.

The family will receive friends at the Leach Family Funeral Home and Cremation Chapel, on Tuesday, September 26, 2023, from 12-2pm. The funeral service will be held immediately, at 2 pm, with Rev. Wayne Phillips and Rev. Darrell Griffis officiating.
