The driver of this wrecked Chevrolet refused treatment from Campbell EMS.

JACKSBORO, TN (WLAF)- David Owens was arrested for driving under the influence (DUI) and leaving the scene of an accident on Oct. 30. That was around 6am in the 2100 block of Pinecrest Road. On Saturday, he was arrested for another DUI. The scene was near the previous arrest, 1962 Pinecrest Road.

Around 3pm Saturday, Campbell County Sheriff’s Deputy Kendra Porter was dispatched in the area of 1900 Pinecrest Road for a wreck with injury. Upon arrival, the deputy saw Owens in the road directing traffic. Porter made contact with Owens who appeared to be unsteady on his feet and allegedly had slurred speech.

Owens said he had driven up on the accident and pointed the deputy in the direction of the wreck. Porter continued toward the accident to render aid to the driver. Once Campbell EMS and the Campbell Rural Fire Service began traffic control, the deputy began to observe Owens who was still on the scene.

Porter said Owens appeared to be under the influence of some type of substance that impaired his ability to speak clearly and walk in a normal manner, the report said. The deputy pulled Owens off to a nearby driveway where he told the officer that he had wrecked in the same area about a week ago. Asked if he had a medical condition or used any medication that would cause such effects, Owens stated he was taking antibiotics.

Owens went through a field sobriety test on which he performed poorly, according to the arrest report. Owens also consented to a blood draw.
