JACKSBORO, TN (WLAF)- The Campbell County Regional Planning Commission met on Monday evening, approving several minor lot subdivisions. Planning Commission members also reviewed an Urban Growth Boundary Expansion plan for the town of Caryville from Caryville planner Harold Evans, who attended last month’s meeting. Part of the property is the industrial park and it is projected that area will grow,” Edwards said during the December planning commission meeting.
The planning commission took no action on the Urban Growth Boundary Expansion plan.
Edwards told members at the December meeting that “There was no formal action required on their part”, and that his visit was a “courtesy call.”
“I think they want the blessing of the planning commission, …I checked into it, we have no authority, but they are asking for our blessing on their growth boundaries,” said planning commission chairman Rusty Orick, adding that “ultimately it would be left up to the county commission for approval.” He left it up to the planning commission if they wanted to take any action.
Several planning commission members including Marie Ayers expressed concern about giving their blessing without speaking with other municipalities and having more information. A motion was made to not approve the request for the blessing, but that motion died for lack of a second.
Orick said it “was a bigger long process that would have to come down to mutual agreement.”

“Urban growth expansion doesn’t mean it will automatically become part of the town of Caryville, urban growth boundary expansion means the town of Caryville can annex it if they have written permission from the property owner,” explained County Regional Planner Jordan Rockwell.
“It’s a step in the process,” Orick said.
In other business, first up approved was a minor lot subdivision for Adrian and Carol Campbell on Knotty Pine Lane. Property owners have had the soil tested according to County Regional Planner Jordan Rockwell, who recommended approval.
Also approved was a minor lot subdivision for Debra Combs on Mariner Point Road. According to Rockwell, the four lots are existing lots and he reccomended approval.
Also approved was a minor lot subdivision for John R. Allen on Island Road. Rockwell reccomended approval contingent on the size change of one of the lots so it would meet the county’s regulations.
A minor lot subdivision was approved for Thomas Kurtz and Timothy Phillips on Water Edge Lane.

It is in the Powder Mill area. There are already existing lots there, but they are combining several lots to make them bigger. Rockwell reccomended approval.
Final business approved was a minor lot subdivision for Josh and Amber Abshire on Country Way Drive.
A soil test has already been done and a permit has already been submitted, according to the owners.
“It is cutting off a three acre lot from a larger tract because his father-in-law is giving him some land,” Rockwell said, recommending approval contingent on having the correct signature on the paperwork and approval from the state. (WLAF NEWS PUBLISHED-01/06/2026-6AM)
