Harold Edwards addressed the county regional planning commission on Monday evening regarding an urban growth boundaries map for Caryville.

JACKSBORO, TN (WLAF)- The Campbell County Regional planning commission approved a Planned Urban Development site plan and several minor lot subdivisions at its Monday evening meeting.

The Foxwoods planned urban development site plan on Foxwood Drive was tabled from last month’s planning commission meeting due to some requirements the county wanted to see met on the road.

“We wanted it to be made a 20-foot roadbed and a 50-foot right of way,” said County Planner Jordan Rockwell.

Rusty Orick asked the county planner if he had looked at the site plan and what his recommendation was on it. Rockwell said he recommended approval and that the county’s regulations had been met.

“They have their erosion control, their erosion plan and everything that we require.  We have a letter from the Caryville Fire Chief, he said they are ok with the cul-de-sac and there is a fire hydrant in there, so they have complied with all of our requirements,” Rockwell said, adding that “as far as the road is concerned,  County Road Superintendent Ron Dilbeck will have to inspect the road first and recommend it before the county will sign off on accepting the road.

In other business, planning commission members approved a minor lot subdivision for Glen Mayo on Fieldshire Lane on the recommendation of Rockwell.

Also approved was a minor lot subdivision for Roger and Judy McCarter on Strawberry Lane. Approval was contingent on approval of the sewer from the city of Rocky Top.

“They are taking one lot and dividing it; it meets all our requirements,” Rockwell said.

A minor lot subdivision was approved for Kaitlyn Lay on Highway 297. This is a three-acre lot on the north side of the highway.

“It is a straightforward plat, I recommend approval,” Rockwell said.

Rockwell also recommended approval for a minor lot subdivision for Mathew Carter on Meredith Road, which was approved by the planning commission.

At the start of the meeting, planning commission members were addressed by Harold Edwards regarding an Urban Growth Boundary plan for the town of Caryville.

The town has already had two public hearings on it according to Edwards who told members “There was no formal action required on their part”, and that his visit was a “courtesy call.”

Planning commission chair Rusty Orick asked if the information could be left for members to look over.

“I’m not trying to slow the process; I do understand the urban growth boundaries and that growth is happening,” Orick said.

A developer with the Foxwoods Planned Urban Development addressed the county planning commission at Monday’s meeting. 

Edwards left the map with members to review.

“The state is growing, and the community is growing,” Edwards said.

He told the planning commission members that the Caryville planning commission had identified boundaries and sent them to the Caryville board for approval, and that two public hearings had been held on it.

“Part of the property is the industrial park and it is projected that area will grow,” Edwards said. (WLAF NEWS PUBLISHED-12/02/2025-6AM)
