Walt Buttrill chosen as Adult Volunteer of the Year, and Isaac Jones is Youth Volunteer of the Year

JACKSBORO, TN (WLAF)- Campbell County Commissioners recognized two Campbell County citizens as volunteers of the year on Monday evening. The program is a state-wide program that recognizes an adult and youth volunteer of the year in each of Tennessee’s 95 counties.

“Each year the State of Tennessee recognized outstanding volunteer citizens…these guys that we are recognizing tonight are going to be recognized by the governor a little later, so it’s a big deal. It’s a local committee that nominates these people and it’s nothing to do with us or politics,” said County Mayor Jack Lynch.

Walt Buttrill was chosen as the Adult Volunteer of the Year for his “selfless efforts in cleaning up Norris Lake.”

Buttrill was accompanied by his fiancé Delcie Rottmann on Monday evening. Buttrill is originally from Maryland and moved to Campbell County in 2016.

County Mayor Jack Lynch read the recognition plaque, stating that Buttrill had

“Bought an older pontoon boat, fitted it with a small crane and a more durable deck service. Buttrill on his boat, the “Litter Gitter” to collect more than 280,000 pounds of trash from Norris Lake. Campbell County has one of the most beautiful lakes in Tennessee and a large part of that is because of the selfless service of Walt Buttrill.”

“We want to not only congratulate you on winning Tennessee Volunteer of the Year for Campbell County, but to also thank you for all the hard work, selfless service and other that he has done in and around our community,” Lynch said.

Commissioner Zach Marlow thanked him for his services in keeping Norris Lake beautiful.

Isaac Jones was recognized as Campbell County’s Youth Volunteer of the Year.

Jones was accompanied on Monday evening by his papaw Charles Jones.

Isaac is a Senior at Campbell County High School. He was nominated by his CCHS agriculture teacher Nathaniel Morton.

Isaac is a student member of the Campbell County Chamber of Commerce and serves as the local FFA Chapter president. Through FFA, he frequently speaks to local leaders about the importance of agriculture in the county.

He spearheaded efforts to help those affected in East Tennessee by Hurricane Helene. He is active in outreach efforts of his church, which is East LaFollette Baptist Church.

Isaac also volunteers with Special Olympics; he is an active member of the CCHS beta Club.

“We congratulate him for winning and recognize him for the hard work he has done, we appreciate everything that Isaac has done in the community,” Lynch said.

Commissioner Rusty Orick had a special message for Isaac, saying that his brother thought the world of Isaac and that the commission did as well.

“I’ve known Isaac for a number of years. When I first met him, I couldn’t get two words out of him and now he’s public speaking to organizations. He is a fine young man ” Commission Chair Johnny Bruce said.

Both Isaac Jones and Walt Buttrill will be honored later this spring in a special ceremony with the governor in Nashville. (WLAF NEWS PUBLISHED-03/04/2025-6AM)
