JACKSBORO, TN (WLAF)- Through its new Service First Above Politics initiative, Campbell County Commissioners recognized the first round of elected officials and their office staff at Monday’s meeting.
More elected officials and staff will be recognized at a later date.
According to County Mayor Jack Lynch this initiative is to recognize all the elected officials and their staff, because of the service they provide “without bringing politics into it,” Lynch said.
According to Mayor Lynch and commissioners, “Campbell County First Service Above Politics means equal representation to all citizens without regard to person or politics. Campbell County is an equal service provider.”
First recognized was Register of Deeds Brittany Foust and her office staff. Foust was joined by her family for the recognition.

Foust has worked in county government for 16 years and has served as the Register of Deeds in 2022. In her first year, she put in a fraud alert system for property owners at no cost to the taxpayers. Foust also had a scanner purchased to be able to print large plats. She has also implemented new software to better serve the public. In 2024, the Register of Deeds office delivered supplies to those affected by Hurricane Helene and her office always participated in community events.
Foust said it was an honor to serve the citizens of Campbell County and that she loved the county and everyone in it and “felt blessed to be in her position” of service.
“God just keeps opening up door after door and I appreciate you all so much,” Foust said, thanking commissioners.
Circuit Court Clerk Office Bobby Vann and his staff were recognized next with a proclamation. Some of his staff and family joined him for the recognition.
Lynch read the proclamation aloud, stating that Vann and his staff were the “foundation to the county’s court system.”

“They serve five courts and four judges in the county system daily. Bobby and his staff are not only the foundation of the court system, but of the Campbell County Courthouse they also serve the officers and the citizens of the county as well… He has implemented the best software available to better serve the court and the citizens of the county. Bobby has implemented items for judges and lawyers, but to better serve our officers as well, during Covid he implemented an electronic citation system… His office is often recognized as one of the most professional and personable in the region with well-trained and dedicated staff.”
Vann said he had the best staff in the courthouse and that it could not be done without them.
“Without my staff, there is not way to do this. I am very fortunate and very thankful, and we enjoy serving our citizens,” Vann said.
Next recognized was Monty Bullock Campbell County Trustee and his staff. Bullock also said he had the best staff in the building and attributed his office’s success to their hard work.

Bullock holds the longest position in county government for 35 years as he was elected in 1990. His investment account has brought $20 million in interest into the county.
“He and his staff are always trying to improve their systems anyway that will help the community. He implemented partial payment plans in place, accepting debit and credit card payments online. Other accomplishments include Tax relief for senior citizens and help for disabled veterans. He continues to look for new and better ways to serve the taxpayers… He and his staff take pride serving the community every day,” Lynch said.
Bullock said it was an honor to receive the proclamation, and he thanked the commissioners.
“The good Lord has blessed me to be here, and I want to thank the good citizens, and I will continue to serve to the best of my ability,” Bullock said.
He also thanked his staff for all they do, and said they did the hard work.
“We all have a great staff here at the courthouse and we all work together,” Bullock said.
