“If not back to work on the project by Oct. 15, it shall constitute PGA’s abandonment of the project”

JACKSBORO, TN (WLAF)- Campbell County Commissioners held a special-called meeting on Monday evening, approving payments to the contractor and subcontractors so the airport mega project can be completed, as well as the issuance of a letter to the contractor, PGA Inc., and subcontractors, stating that if they do not return to work on the project by October 15th, “it shall constitute PGA Inc.’s abandonment of the project.”
In total, four motions were approved by commissioners, all relating to the airport “mega project” which includes reconstruction of the runaway, construction of a partial parallel taxiway, among other items totaling $770,208.

The motions approved the issuance of payment checks by the county to the contractor PGA and subcontractors on the project and also requires the county to receive guaranteed progress reports “promptly upon payment being made.”
The first motion approved stated “Upon being provided with invoices from the various suppliers/subcontractors owed for goods and/or services on the Campbell County Airport Mega Project, the issuance of dual-party payment checks by Campbell County is hereby authorized with such checks to be made payable to both PGA, Inc., as the General Contractor, and the applicable Supplier/Subcontractor to facilitate receipt of “Progress-to-Date” Release of Lien documents.”
Commissioner Rusty Orick asked if Chairman Johnny Bruce could “break that down.”
“All I know is these subcontractors are going to be paid so they can finish the job,” Bruce said.
“Are we paying them or is it being paid out of the bond?” Orick asked.
“What’s owed, no, it’s not being paid out of the bond; it’s what we owe them up to date, progress to date,” Bruce replied.
Motion number 2 approved stated “Upon being provided with a written directive from the Hanover Insurance Co. as to how the dual-party payment checks are to be delivered, to include how Campbell County is to be guaranteed receipt of “Progress-to-Date” Release of Lien documents from the applicable Suppliers/Subcontractors promptly upon payment being made, Campbell County will deliver the dual-party payee checks to the applicable parties as directed.”
Motion 3 approved states that the “residual unpaid balance of the completed work through Pay Application No. 9 from PGA Inc., after reduction for the dual-party payment checks issued to various Suppliers/Subcontractors owed for work performed on the project, will be compared to the Punchlist Value of $770,208.00 established by Engineer Stefan Bobot to determine if there is any net remaining amount owed to PGA Inc.”

The final motion authorizes the issuance of a letter by County Mayor Jack Lynch to PGA Inc., and their Surety, stating “PGA Inc., and their various subcontractors are to return to work on the Campbell County Airport Project and to be fully mobilized to perform the remainder of the project by no later than Wednesday, October 15, 2025” … and that it will be “substantially complete to the satisfaction of the Project Engineer, Campbell County and TDOT Aeronautics by no later than Friday, October 31, 2025, and that “the failure of PGA Inc., and/or their Subcontractors, to return to work and be fully mobilized to complete the project by Wednesday, October 15, 2025, shall constitute PGA Inc.’s abandonment of the project.”
All four motions were approved unanimously by the eight commissioners present at the special-called meeting.
Commissioner Orick asked what the next step would be if PGA Inc., “did not show back up to complete the project.”
