The take home vehicle policy was briefly discussed
CARYVILLE, TN (WLAF)- The Town of Caryville Board of Mayor and Aldermen approved Ordinance No. 2025-04 adopting the annual operating budget for fiscal year 2025-26. This was the second reading of the ordinance. Alderman Josh Monday made a motion to approve the budget with a second by Alderman Vickie Heatherly. All voted yes except Alderman Eric Jones and Alderman Lloyd Lawson. At a special called meeting on May 29 the board discussed the budget which totaled $3.75 million. At that time Alderman Pat Donahue made a motion to pass the budget but the motion died for lack of a second motion.
Ordinance 2025-03 amending the general fund annual operating budget for the 2024-25 fiscal year in the amount of $17,200 had a second reading. The board approved the ordinance.
The police department had two items on the agenda beginning with the purchase of a 2025 Dodge Durango to replace 2022 Dodge Durango that was totaled, including up fitting of emergency equipment. The total cost of the Durango is $48,199. The town received $27,200 from insurance and the remaining funds will come from the drug fund. The board approved the purchase. Purchasing two laptops for the police department funded through the Tennessee Highway Safety Office Grant was discussed. The grant will cover $5,000 with the remaining $2,000 coming out of the police department operating budget. The board previously approved the purchase.
The board approved Caryville Jacksboro Utility Commission to send Sewer Use Ordinance NO. 2021-03 to the Tennessee Department of Environment and Conservation.
Once again, the board discussed the garbage fee which is currently $8. On May 29, Mayor David Chambers proposed the garbage fee be between $8 and $12 though no action was taken at that time on the fee. Monday night, Chambers told the board he had a sample ordinance for them to review from the Municipal Technical Advisory Service (MTAS). In the ordinance, Chambers said the fee would go to $12.
The take home vehicle policy was briefly discussed. Mayor Chambers requested Alderman Lloyd Lawson and Public Works Director David Muse review the rough draft of the policy, along with City Attorney Adam Bullock. After they have reviewed the rough draft Chambers requested, they will have Public Entity Partners to review it. Then the board will discuss the policy at the next meeting.
Alderman Lloyd Lawson requested to suspend the rules to add an item to the agenda. There is an employee in the street department who holds a CDL license. That person is leaving in mid to late July and will need to be replaced. Alderman Lloyd Lawson was requesting permission to advertise to fill the vacancy.
