Ordinance 2025-05 fails in a 4-3 vote

CARYVILLE, TN (WLAF)- The Town of Caryville Board of Mayor and Aldermen met Monday night.

The first item discussed at the meeting was Phase II of the Caryville Cares Playground. The item was not on the agenda for discussion, but the board allowed Brandon Johnson five minutes to speak on the topic. Johnson thanked the board for the opportunity to speak with them.

Brandon Johnson, President of the Caryville Cares Playground Organizing Committee, offered to work with the Caryville Board of Mayor and Aldermen on Phase II of the playground project.

He told the board he had concerns about Phase II not being inclusive. Johnson told the board the difference in ADA compliance and inclusivity were ADA compliance was the bare minimum to meet legal requirements and inclusivity is a step above.  He suggested to the board that they use adjustable basketball goals, hi visibility lines on the courts, and make walkways eight feet wide to accommodate wheelchairs. Johnson offered to work with the committee on the project. Mayor David Chambers told Johnson at this point the park is “a work in progress.”

The board had a second reading of Ordinance 2025-05 which would have raised the residential garbage service user fees from $8 a month to $12 a month. Alderman Pat Donahue, Alderman Eric Jones, Alderman Vickie Heatherly and Alderman Lloyd Lawson voted no on the ordinance. Alderman Beth Lawson, Alderman Josh Monday and Mayor David Chambers voted yes on the ordinance. The ordinance did not pass.

The board voted to establish the position of town administrator.

Ordinance No. 2025-07 to modify Title 18 water and sewers of the Caryville Municipal Code by removing all references of the repealed Tennessee rule 1200-04-14 and replacing said references with 0400-40-14 to which the repealed rules were transferred was passed. The previous ordinance had some incorrect language that needed to be corrected.

The legal services agreement with the town’s attorney Adam Bullock was renewed for another year. The agreement raised Bullock’s current monthly fee to $750.

The board approved the purchase of two tires for the Savage boom mower from Tire Center of Knoxville for $2,450 and approved payment of an invoice from McKamey Electric, LLC in the amount of $2,028.51 to fix three cluster lights at Exit 134. (WLAF NEWS PUBLISHED-08/12/2025-6AM)
