LAFOLLETTE, TN (WLAF) – K-9 Patrolman Zack Daugherty with the LaFollette Police Department answered a disturbance call on last Thursday around 5 pm at Brandon’s Towing on North 5th Street.

When Daugherty arrived, he learned that the disturbance was from someone attempting to retrieve an ATV from the tow yard. Daugherty spoke with the driver of the vehicle who had dropped off the subject that was causing the disturbance and learned that Russell Charles Sebby was a front seat passenger in the car.

Daugherty asked the driver of the vehicle for permission to search the vehicle, and he denied consent to search the vehicle. Daugherty and Sgt. Shane Tielman spoke with Sebby who gave officers consent to search him and his belongings. Sebby was patted down by Tielman who retrieved a cigarette box, inside the cigarette box was a plastic bag containing three pills that were Diazepam.

Sebby was transported to the Campbell County Jail. While inside the booking area, Sebby admitted to a correctional officer that he had illegal items on him and asked if he would be charged with the items. Sebby was concealing a soft sunglass holder that contained several needles one of which contained a dosage unit of brown liquid substance, as well as 2.5 grams of Marijuana, baggies, a glass pipe, and spoon with Heroin residue on it.

Sebby, 41, 908 Bethlehem Rd, LaFollette was charged with possession of schedule IV controlled substance, possession of schedule I controlled substance, possession of drug paraphernalia, introduction or possession in penal institution, possession schedule VI controlled substance.
