DUFF, TN (WLAF) – On Friday morning, just before 9am, the Campbell County Sheriff’s Drug Investigation Unit and Special Weapons and Tactics Team (SWAT Team) were headed to a home at 107 Cotula Road to execute a narcotics search warrant. While on the way, Capt. J.J. Hatmaker made a traffic stop on a speeding car.

As it turned out, the man behind the wheel of the black Mini Cooper was one of the targets in the yet to be conducted drug raid at the Cotula Road home.

Since they knew Carl Roger Lay, 63, of Duff, was the man involved in the traffic stop, Det.-Sgt. Joe Hopson, Capt. John Long and Lt. Mallory Campbell went to that scene. During Lay’s interview, Lay allegedly admitted to selling his prescription of Suboxone one or two times. Investigators searched Lay’s car and wallet netting two unopened and one open packages believed to be Suboxone., the report said.

After Lay’s arrest, members of the Drug Investigation Unit and SWAT Team ventured on to their original destination, 107 Cotula Road, a mobile home that sits where Cotula Road, Duff Road and Davis Creek Road intersect next door to a church. Once there, Chief Deputy Matt Wasson searched the other target, 52-year- old John Paul Perkins, finding 11 packages of Suboxone.

Perkins was interviewed by Det. Hopson with Perkins allegedly admitting to selling his prescription Suboxone two or three times a month. Perkins added he received $15 to $20 each time making about $60 a month, the report said.

Both Lay and Perkins list 107 Cotula Road, Duff, as their home address and were charged with possession of schedule III, sell and delivery. Lay and Perkins are free on bond, and each man is scheduled to be in court on April 5. (WLAF NEWS PUBLISHED – 02/22/2022-6AM)
