CARYVILLE, TN (WLAF) – A black Pontiac G6 traveling on Hwy 116 with a broken tail light caught the eye of Campbell County Sheriff’s Deputy Preston Mullins last Thursday night. Mullins made a traffic stop and found Jimmy Darrell Rains behind the wheel. When he requested his driver’s license and proof of insurance, Rains allegedly reported that he had a driver’s license, but it was revoked. Mullins checked with dispatch and verified his driver’s license was revoked for DUI.

As Rains was exiting the car, a cellphone allegedly fell from his lap and onto the ground along with a yellow Suboxone packet and a ball of aluminum foil. Mullins put Rains in the back of the patrol car and found one orange paper like strip inside the packet believed to be Suboxone inside the foil, he also found a clear plastic bag folded up inside the foil with a white powdery substance believed to be Heroin.

When Mullins went back to the patrol car to speak with Rains, he noticed his eyes were bloodshot. He was asked if he had taken any narcotics, and Rains replied that he had not, according to a report from the sheriff’s office.

Rains was transported to the jail where Mullins conducted field sobriety tests. After the tests were conducted, Mullins believed Rains to be under the influence of a narcotic and requested he submit to chemical blood draw.

Rains, 47, 354 Clear Lake Drive, Jacksboro is charged with violation light law, driving while revoked, possession of schedule I controlled substance, possession of schedule III controlled substance, driving under influence (DUI) and violation implied consent law.
