DUFF, TN (WLAF) – Recently, a red flatbed truck was traveling south in the Duff/Davis Creek area when Campbell County Sheriff’s Deputy Preston Mullins noticed he was unable to see a license tag, and the truck had a broken driver side taillight.

Mullins stopped the truck and spoke with the driver, Brian Keith Goins. While he was speaking with Goins he allegedly noticed a smell of alcoholic beverages coming from Goins. The deputy also noticed the man’s eyes were red and he was slurring his speech, according to a report from the sheriff’s department.

When he was asked for his driver’s license, Goins was unable to provide one. Mullins ran a check of Goins’ license and discovered it was revoked for DUI since Oct. 2018. Goins got out of his truck and walked to the back of it when Mullins noticed Goins was unable to hold balance while walking. A warrant check also revealed Goins had a violation of probation from general sessions court.

When Mullins attempted to place Goins into custody, Goins pulled away and began to beg Mullins not to arrest him. Mullins was able to restrain Goins and then speak with the passenger who was still inside the flatbed truck. While speaking with the passenger, he noticed an opened bottle of Michelob Ultra alcoholic beverage sitting between the driver and passenger seat. When Mullins went to retrieve the bottle, he saw an unopened six pack of Michelob Ultra lying in the passenger floorboard, tilted with the top of the case pointed toward the driver side. Mullins asked Goins if he had consumed any of the alcohol, and he reported that he had been drinking.

Goins, 46, 252 Boshears Lane, LaFollette is charged with driving while revoked, driving under the influence (2nd offense) and violation implied consent law.

Based on jail records, Goins, unemployed, was arrested for the 11th time. He is due in court on November 16. Goins is free on a $16,550 bond. (WLAF NEWS PUBLISHED – 11/05/2021-6AM)
