LAFOLLETTE, TN (WLAF) – A call about a possibly impaired driver sent Campbell County Sheriff’s Deputy Justin Phillips to Glade Springs Rd, LaFollette, last Sunday morning. When Phillips arriver he found a red Hyundai Tiburon travelling on Glade Springs Rd at a low rate of speed, impeding traffic for several vehicles. The vehicle was turning onto Springfield Drive from Glade Springs Rd when it almost came to a complete stop across both lanes of traffic.

According to a report from the sheriff’s department, Phillips stopped the car on Clover Street and spoke with the driver, Alicia Marie Lay. She allegedly reported she did not have the vehicle’s registration updated and the Hyundai was also uninsured. She continued that she had been working on the car and something on it was broken.

While talking with Phillips, the woman was moving erratically while sitting in the car.  She was unable to sit still as she was jerking and twisting her arms rapidly. She was also rocking back and forth in a jerking motion while sitting still in the driver’s seat of the car. Her eyes were glossy and pinpoint based on the report.

Lay allegedly told Phillips that she had syringes inside her black bag and a pistol in the driver’s door. Phillips found the pistol in the driver’s door; he also found a white package labelled Buprenorphine and Naloxone in her wallet. The white package contained an orange strip believed to Suboxone. Also found in the Hyundai was a black bag with three hypodermic syringes with one of the syringes having a reddish brown residue inside of it.  A crystal like substance thought to be Methamphetamine was inside the black bag. Another small clear plastic bag containing a crystal like substance was located in the center console near the gear shift.  A small red plastic bag containing an orange strip inside of it suspected to Suboxone and a glass pipe with burn marks and a white film inside it.  Lay allegedly reported to Phillips that she was coming down from using Methamphetamines.

Lay, 32, 204 N 12th Street, LaFollette was charged with possession of schedule II controlled substance, possession of schedule III controlled substance, driving under the influence (DUI), possessing a firearm in commission of a felony, violation registration law, violation of TN financial law and other.
