NEWCOMB, TN (WLAF) – A single-vehicle crash with a person possibly trapped inside recently sent Campbell County Sheriff’s Deputy Preston Mullins to Capuchin Drive. When Mullins arrived, just before midnight on Sun., June 20, he found a silver Toyota RAV 4 on the side of the road in the ditch. The key was still in the ignition with Joshua Errol Evans in the driver’s seat being treated by first responders.
Shortly after Mullins arrived a Campbell County EMS unit came to the scene and helped him from the vehicle. That’s about when Deputy Mullins noticed Evans was unsteady on his feet and holding onto the vehicle for support while walking. Evans was unable to properly stand and began to lean on the Toyota. While speaking with the Evans, Mullins noticed his speech was severely slurred and his eye lids were unable to fully open, according to a report from the Sherriff’s Department.
As EMS attempted to treat Evans, he allegedly became belligerent toward them and drew his fist toward them. Mullins was told by Campbell County EMS that he had refused medical treatment. Mullins was then joined by Sgt. Joshua Jeffers. The pair attempted to speak with Evans, but he became belligerent toward the officers. When Mullins attempted to put Evans into handcuffs he resisted, making fists with his hands and pulling from him.
Mullins was able to get handcuffs on the Evans when he allegedly became limp to obstruct Mullins escort to the patrol car. Mullins along with Jeffers then attempted to carry Evans to the patrol car when he turned his head to Mullins and bit his trouser leg. Evans was placed on the ground allowing deputies to regain control, when he allegedly stated, “When you take these cuffs off, I’m going to kill you.” Evans was placed into the back of the patrol car and then began slamming his head into the window of the patrol car.
Evans, 56, 175 Woolridge Pike, Newcomb was charged with driving under the influence (DUI), violation implied consent law, disorderly conduct, assault on a police officer and resisting arrest. (WLAF NEWS PUBLISHED – 07/01/2021-6AM)
