While speaking with Saylor, West allegedly smelled marijuana. He also noticed Saylor’s eye lids were droopy and he had slurred speech. A check of Saylor’s license revealed it was suspended, and the vehicle also had falsified tags, according to the sheriff’s report. Additionally, Saylor was in violation of the financial responsibility law.

A search of the pick-up revealed more than one bud containing a green leafy substance in the ash tray. Another bud with rolling papers was found inside a box in the vehicle, the report said.

West requested Saylor perform field sobriety tests which he performed poorly. After the tests were completed, West asked if he had taken, drank, smoked anything that would have placed him under the influence. At this point Saylor allegedly said he had smoked an unknown amount of marijuana the night before. West also checked for outstanding warrants and found a warrant for failure to appear.
