WHITE OAK, TN (WLAF) – While on patrol Tuesday afternoon on Little White Oak Road, a four-wheeler with two people on it passed Campbell County Sheriff’s  Deputy Justin Phillips. The individuals were not wearing helmets, so Phillips turned around to catch up with the four-wheeler and make a traffic stop.

When Phillips turned on his lights and sirens, the driver turned around, looked back directly at the patrol car and then accelerated, refusing to stop, according to a report from the sheriff’s department.  The four-wheeler then veered onto a gravel driveway and on into the woods.  At this point, Phillips began a foot pursuit, but the pair continued to evade him. When was able to catch up to them, the pair looked at him and ran in different directions. Phillips turned his attention to the driver who was identified as Larry Wayne Lowe.  Phillips was able to catch Lowe after a brief foot pursuit.

While Phillips was arresting Lowe, he saw a knife in his front pocket.  Lowe then allegedly told Phillips that he had a handgun in his pants pocket, and Phillips recovered a loaded Rossi .38 Special.  While the deputy was getting the gun, he felt a hard object in Lowe’s rear pocket, identified as brass knuckles.

The deputy escorted Lowe to the Little White Oak Independent Missionary Baptist Church so he could contact dispatch and notify the operator of his location.  That’s when Lowe complained of shortness of breath prompting Phillips to call for an ambulance.  The EMS crew cleared Lowe.

Phillips also found $57 in cash, a clear plastic bag with a crystal-like substance believed to be methamphetamine in Lowe’s shirt pocket.  He then found a wallet containing $950 in cash held together by a rubber band.

While doing an inventory of the four wheeler prior to towing, a loaded .45 caliber semi-automatic hi-point handgun, a clear plastic bag with crystal like substance believed to be methamphetamine, a small glass pipe, red spoon with white powder residue, six syringes inside a black tool bag were allegedly discovered.

During the intake process at the jail, a clear plastic bag with a crystal-like substance believed to be methamphetamine was found on Lowe, according to the report.

Lowe, 53, 165 Malicoat Lane, Duff is charged with possession of a firearm in commission of a felony, possession of schedule II controlled substance, evading arrest, possession of prohibited weapons, driving while suspended, possession of drug paraphernalia and operating off road vehicle on a highway.  Lowe’s driver’s license was suspended in 2013 for failure to pay child support, and he has an active warrant out of Campbell County according to the report.

An arraignment for Lowe is scheduled for this morning in Criminal Court.  In the meantime, he remains housed in the Campbell County Jail without bond based on jail records.  (WLAF NEWS PUBLISHED – 09/24/2020-6AM)
