JACKSBORO, TN (WLAF) – Campbell County Commissioners approved budget amendments and several resolutions during an online Zoom meeting Monday evening.
Commissioners passed a resolution (see the resolution at the bottom of this story) requesting the state change the legislation to allow two additional board members on the Powell Clinch Utility District board.  The resolution was introduced by county commissioner Rusty Orick, who said he felt the county did not have the proper representation on the three member board. Campbell County is represented by one member, while Anderson County is represented by two.  “I am not introducing this to hurt anybody, but the utility has grown to 17,000 customers and we are represented by one board member,” Orick said. He said he thought it would “help the PCUD board.”  The resolution passed unanimously, with all commissioners approving the request.  “This would just give us more representation for our county and fix an oversight,” Orick said.
According to Orick, the utility board has consisted of three members since it began in 1959 and that the customer base had grown so much that Campbell County needs additional representation.  Orick said he would follow up as the request moved through the state legislature.
Commissioners also approved a resolution establishing a Legislative Affairs Committee, which will begin meeting next month.
Also approved was a motion that requires department heads “needing work done to their department in the amount of $500 or more to fill out a form and have Maintenance Director Tony Hill provide that form to the building and grounds committee and the county commission for approval.”
It was also approved that there would be no more unloading of commercial vehicles at the sanitation department, unless in the case of an emergency.  Another motion approved was for the county to put out for bids for trash compactors at the sanitation department and several satellite locations, as well as bids on a burn incinerator.
Orick made a motion to purchase a “much needed” truck for  Glennis Monday and the litter patrol.  “The rear end is locking up on his truck and it’s just worn out,” Orick said. This motion was approved unanimously to purchase a Ford F150 crew cab 4×4 for $32,000.
Budget amendments approved included two on the general purpose school fund and several for the highway and public works department.  These amendments all passed the budget and finance committee last week before being brought before the commission.

RESOLUTION NUMBER 2020-8-18

REQUEST FROM CAMPBELL COUNTY BOARD OF COMMISSIONERS TO INCREASE THE NUMBER OF MEMBERS TO SERVE ON THE POWELL-CLINCH UTILITY BOARD

WHEREAS, Powell-Clinch Utility is a natural gas utility for the citizens of Anderson and Campbell counties; and

WHEREAS, Powell-Clinch Utility was established in 1959 and has significantly grown to serve 17,000 customers across the two counties with 800miles of gas main line; and

WHEREAS, according to the United States Census bureau, Campbell County has grown to a population of 39,842 and Anderson County to a population of 76,978;

WHEREAS, both counties already exceed the population requirements Tennessee State Law 7-82-602 section 2(c) states that in natural gas districts serving counties with a population of not less than twenty-nine thousand one hundred (29,100) nor more than twenty-nine thousand four hundred (29,400) and not less than thirty-three thousand ten (33,010) nor more than thirty-three thousand five hundred (33,500), according to the 1990 federal census or any subsequent federal census, there shall be five (5) commissioners. Each county shall be represented by at least two (2) commissioners; and

Now, therefore, on this 17th day of August 2020, the Campbell County Board of Commissioners would respectfully request that the Tennessee State Legislation would increase the number of board members from three (3) to five (5) members to give better representation to the natural gas customers it serves.
