JACKSBORO, TN (WLAF) – Campbell County Deputy Nathaniel Bostic went to assist Officer Carroll of the Jacksboro Police Department on Eagle Bluff Road at the scene of a car accident on Sat., Dec. 14.

When Bostic arrived, he was told by Officer Carroll that a male subject had left the scene on foot carrying a backpack. Carroll told Bostic that the male was inside the vehicle during the crash that had occurred at the DK gas station (the former Eagle Market). The suspect had allegedly taken off walking to Eagle Bluff Apartments, and the driver of the vehicle was able to give an apartment number where the suspect had allegedly gone.

When Carroll and Bostic went to the apartment, they found the male subject identified as Randy Allen Partin. During a pat down of Partin, it was discovered that he had a clear plastic baggy with a crystal-like substance and a metal container with a brown powdery substance inside. A fired 9mm Luger shell casing was also found in the man’s pocket, according to a report from the Sheriff’s Department. Partin was then asked about the bag he had when he left the DK gas station. He allegedly told officers that the bag was inside the bedroom he just came out of. In plain view, Carroll noticed multiple hypodermic needles lying on the nightstand. The bag was recovered from the bedroom. Inside the bag was a lock box and multiple hypodermic needles. Inside Partin’s wallet was $716.  He allegedly admitted that he was going to use a couple of hundred dollars of it to purchase illegal drugs.

Also located at the scene was an SAR Arms 9mm semiautomatic handgun, one 17- round magazine for the handgun, a clear plastic baggie with a crystal-like substance and another clear plastic bag with a schedule III drug which were tan in color strips. Bostic asked the man about the spent 9mm round, and he allegedly said that he had fired the gun earlier in the day to test the handgun out.

When asked if he had ever been convicted of felony, Partin said he had and that he had been sent to prison for felony drug charges. After being transported to the Sheriff’s Department, he was asked if he had anything on him, and he said that he did not. During the intake process, a clear plastic baggy with a crystal-like substance fell from Partin’s shorts that were underneath his pants.

Partin, 26, 410 North 7th Street, LaFollette is charged with possession of schedule II controlled substance, possession of schedule III controlled substance, possession of schedule I controlled substance, possessing a firearm in commission of a felony, unlawful carrying or possession of a weapon and intro of contraband into a penal facility.
