JACKSBORO, TN (WLAF) – On Feb. 25, Campbell County Deputy Justin Phillips responded to Cherokee Trail in Jacksboro about a person locked out of their apartment.   When Phillips arrived, he found Jack Webb. He told Phillips that he was released from jail on Feb. 19 and returned to his apartment to find the locks changed with a no trespassing sign on the door. Webb alleged that he was renting the apartment from the East Tennessee Coalition for the Homeless. He continued that he was three months behind in rent but had not been served an eviction notice. Phillips asked Webb where he was currently staying, and Webb responded he did not know the address of his friend’s trailer, acting like he did not want to give the address. Phillips told Webb that he would give him a ride to where he was currently staying to get an address for the report, according to a report from the Sherriff’s Department.

While Phillips was attempting to get an address from Webb, he was contacted by his supervisor who told him Webb was a registered sex offender. Phillips gave Webb a ride to where he was staying and asked if there were any children in the residence.  Webb said, “No.”  While at the residence, Phillips saw a man, woman and eight-year-old child pull into the driveway of the home where Webb claimed to be living. Phillips spoke with the family who confirmed they did have a child living in the house. The man told Phillips that Webb had come to the home on Feb. 19 after getting out of jail, telling him that he could not get into his apartment and did not have a place to stay. The couple told Phillips they did not know Webb was a registered sex offender, and he had been staying in the home since Feb. 19.
